Any legitimate reason why there could be gaps in cavity closers?

I opened up the sides of my bay window (built in 2000's). I noticed under the mineral wool insulation (which wasn't filled much) that there are gaps between sections of cavity closer.

My instinct was to fill those gaps up, but it almost looks intentional so I'm wondering if there's a legit reason why they could have been installed like that? Any clues?
