Is this a basement/exterior or other.

Context will help, as will more details.

Sorry mate, a bit of context, it’s interior and it’s in various places. This particular place is inside a a sort of built in wardrobe, and it’s probably been there for some time. It kind of looks like paint with grit in it and in some areas it’s a thicker.

Is it a basement?

BTW, no need to apologise, you don't know which questions to ask.

It’s in a wardrobe in a bedroom it also looks like the same stuff is painted thinly on our porch ceiling. I just couldn’t make up my mind if it’s artex or not.

Thanks for replying

I think it's a textured paint, typically used to hide cracks on ceilings. Quite light with some kind of plastic bead filler (much older ones had sand)

If so, you can expect the plaster underneath to be in very poor condition (bad enough that a bit of filler wouldn't fix it)

It may well steam off, try a bit. Almost certain it isn’t artex although a test is quick and cheap.

if it is a cupboard then just lining it with white MDF/ply could be an option.
plastering is messy and as expensive
