Appalling state of floor, how to fix it (photos attached)?

This floor originally had FENCE woodstain put on it.
Over the years, it has chaffed off gradually and it collects dust and dirt and gets all over shoes, walls, clothes, everything.

I want to:

Remove all the fence woodstain
Get it 100% clean, maybe sand it
Put lino over it or tile over it

What do you think should be done?

Worked with floors worse than this and it's more than possible to bring it up looking good again. I'd try wire wool dampened with white spirits and a little elbow greese with remove the gunk but should leave the patina.
You could sand it but to be fair it doesn't look anywhere bad enough to warrant such an aggressive procedure unless you want your floor to look sparkly new.
But, if you intend to cover with tiles or lino then the best thing to do is a scrape and brush over and then cover with either hardboard or 4mm ply.
