If they're all expected to apply in the first country of arrival (and many do) those countries nearest to the familiar routes and countries of origin will have to share an unfair amount of refugees.

The problem of refugees was and is caused by western nations, by their raping and pillaging of those countries natural resouerces, and their continued supply of weapons (more raping and pillaging)
So it's fair that all the countries that caused the problems deal with the problems.
