Are theses damp spots in my new plaster

Hi all, can someone tell me if these are damp spots or not.

Plaster is two weeks old, rest of room dried out between 4 - 9 days and has none of these marks anywhere else.


It is a brick wall (adjoining neighbour), no pipes I know of immediately above it.

The spots haven't changed colour, the same after the plaster dries out around them.

If its pva, is this coming from the back - would sandimg aid in paint adhesion?
 
It is hard to tell from picture but from the description given I doubt if it is damp it looks like something was on the wall before over skimming and has sucked through the skim whilst drying. Giving it a light rub down wont harm and may help adhesion of paint its a case of trial and error

It looks like grease stains or could be white spirits have you used any white spirits or oil or the like that may have splashed on to the wall?
