Area of bricks set back in cavity wall and stones used as filler, is it a problem?

Hi, I have an end terrace, around 1900/1910 on the 2nd floor there is a strange looking area.
It had some stones on the surface, which were quite loose, when removed there is a small area of bricks set slightly back.
Seems strange, does anyone know why this may be?

It's near where the walls are built at a right angle to each other outside.

There are also a few ends of wood embedded in the bricks further along this wall, maybe that's related?

It's a cavity wall.

Shall I just cement over it?
