ariston microgenius 31 radiators will not heat up

Please can anyone help me I have hot water but very little heat on rads, boiler only goes upto 45 then goes off drops to 37 then comes back on. I have bled the rads and have changed the temperature probe but still have the problem, if I leave the probe connected but off the pipe the boiler runs and heats the rads lovely but does not stop. Can anyone help?
