That particular model of pump is very prone to a failing capacitor.
You dont need to "part with any money" to remove the pump capacitor and measure its value. Thats as long as you have a suitable test meter or can borrow one.
If you must do your own repairs then you will need some test equipment and a good multimeter is the first requirement. They are available from Maplin for around £20 or less but make sure it has a capacitance range as the cheapest ones dont. But you will then be able to use it when you need to repair your TV, video, sat rx, car etc.
