Artex or textured paint?

Hi,

We have what looks like artex on the walls of an extension in our house. It's thin though, about 1mm thick and peels away using a scraper. I'm unsure if it's artex or something else.

What is odd is the white powdery residue behind it. This needs wiping/washing down to remove it from the bare wall.

Any ideas what this stuff could be? Should we be concerned by it?

How old , do you know?

I'm not sure. All I could find was a building regs certificate permitting the extension from July 85 and another certificate in 87. No way of knowing if the was done prior to the extension.
