1st you need to understand when it was installed if before 2000 it may contain asbestos.
As for the removal of it i've had it where i've been able to scrape it off with a little elbow grease, and another case where I pulled the lath and plaster down and re board it.

Can be removed with a wallpaper steamer but often hides a poor ceiling which might need replacing so if small area just overboard .Less work and often cheaper.
