Asbestos in garden question

Hi all,

We have lived at our place for 3 years and I strim the garden every few weeks. Tonight I seen a bit of white board which was about 2 ft long sticking out some soil which I touched with garden gloves on until I then noticed it look likes white asbestos or asbestos board so I left it in the soil and did not try to remove it. No bits fell off the board when I touched it but would it cause me any harm touching it for 1min or will I be ok. Nothing broke or snapped off.

I cant help you but this is well out of order !
When next door to us became vacant a builder gutted the place and when building up the garden he smashed up an asbestos shed roof (about 18ft x 8ft) and scattered it all over the garden !
We had a word with the builder and the local council but neither were interested......
