Bad Concrete Mix

The problem I have is that 2 years ago I had a post hole company drill and set 6 piers for my deck. I installed the saddles and built the deck which is a second floor deck. Under this deck I will either pour a pad or do interlock. The problem is that the concrete is now breaking apart above ground as the supplier did not put enough mortar in the mix. The question I have is if I pour a pad which will cover and hold this pier to gether would this be sufficient or should I support the deck take out the existing piers and repour properly. Will the conrete that is in the ground be effected, even though it is not mixed correct it has no where to go. The stuff above however is a different story and that is my question. Will a pad suffice.
