Balancing Rads and Sludge Buildup

Could turning the lock shield valves down on some rads to balance the system cause sludge to build up in those rads due to reduced flow?

If your system isn't clean ,sludge will be an issue no matter what lockshield valves are set to.
 
It's a hypothetical question, should of mentioned that.
