Basement workshop

hello,

I have a reasonably sized basement under our kitchen that is damp and filthy. I'd like to make it into a workshop. I'm not looking for an immaculate dry space, just sonewhere that isn't totally wet and will rust my tools too much.
I'm wondering what could be fine in the way of basic tanking. Not a full on job, but a diy/low cost solution. The floor and walls are bare brick. Would I need to lay a concrete floor?
Also, one of the walls needs to withstand potential flooding, as we had some in the garden a year ago and the wall let in some water.
