Basic question - changing bathroom towel heater

Hi,

I want to change the towel heater in my bathroom, for one exactly the same size. I've attached a photo of the pipes and the radiator, is it as simple as tightening the vales and then draining and removing the radiator and fitting the new one to the existing pipes?

Excuse my complete ignorance but theres something about the way the valves are positioned after the connection of the radiator to the pipes that makes me think shutting them off wont stop the flow.

Closing both valves would prevent water from entering the radiator, unless one or both are faulty.
