Basin taps noisy, waterflow cut when taps open,pipe judder.

Changed the washers on two basin taps. Worked fine for two days. On the third day, when taps were switched on they made a loud whistling noise. Whilst switching off, both taps caused juddering of the pipework and
the water stopped in mid flow before taps were switched off.

Had a very similar problem not so long ago. Changed the washers - again! Try it.
