Bathroom extractor fans necessary?

Is it necessary for bathrooms to have extractor fans? I think i heard something about them requiring adequate ventilation but does it say it needs an extractor fan?

Does a window present not count?

Sorry if sounds like a stupid quesiton?

If you are creating a new bathroom or toilet then yes you need one. You do not need to retrofit them in existing bathrooms though.
