The bathroom fan switch above the door turns on the fan & the light. The light switch turns the light on and off, but when the fan is on the light switch doesn't turn off the light. I understood the fan switch should be left in the "ON" position, that is why it is installed high above the door. And when the light is switched on both and and light will come on.

Seems an error in the wiring, but I don't know Irish rules. Years ago before low energy lighting the rules in the UK were that the fan must be able to run without the lights if there were windows in the room, this requirement was dropped when low energy lights came in. But before that the use of double pole switching allowed it to comply.
A double pole switch looks the same as in intermediate switch, so possibly wrong switch fitted. But I don't know the Irish rules, so not sure what is allowed.

That looks to be the fan (and possibly light) 3 pole isolator switch and will normally be left switched on.
The light switch will normally switch the light and fan on and when switched off the light will extinguish but the fan will 'run on' for 5 to 60 seconds by it's own internal timer.
I have known situations where the light is also connected to the timer for reason unknown to me.
Like Andy I feel this could be incorrect wiring but it would also be the symptoms if there is a short circuit between the permanent live and switched live between that isolator switch and the fan.

Do you have any form of test kit such as a multimeter and know how to use it?
How long has it been like this? Has the light, fan or either of the switches been fiddled with / replaced ?
