Bathroom Radiator

I cannot turn off the flow to this bathroom radiator. Can anyone suggest which valve will restrict the flow? Currently it's on full belt when the CH is on.
 
The valve at either end will restrict the flow of water through the radiator. However, one is usually the type that can be adjusted manually by the operator (or a Thermostatically operated one) and the other end has a lockshield valve that is set once when the system is initially balanced, and then fitted with a cap that doesn't allow it to be altered. You can close it down slightly using a pair of pliers, and see if it helps, but bathroom radiators are usually small, so tend to still get hot even with a minimal flow of water through them.
