Baxi 105e pressure issue

In my brothers rental house the boiler has been playing up for a while now.
The boiler keeps on rising in temperature very fast and im told blows off daily.
Radiators upstairs are warming up but downstairs theyre luke warm.
I did turn rads off upstairs but didnt do much.
Expansion vessels been checked(external, as original vessel failed few years ago) and is fine.
Pump is quite hot to touch but is turning ok and its not making any noice to suspect broke.
So question is could this be a restriction in pipework,boiler or is it just a dud pump? On the way out?
The boiler had been checked for landlord cert. And then i went around to check boiler because tennant said it was playing up. First thing i did was squeeze the braided hose on external expansion vessel(just a hunch!) and it felt all crusty. So i thought id solved the blowing off, as i replace hose and repressurised vessel. But still it blowed off!
Also i checked magnaclean and it was rammed with dirt, to the point where the flow must of been next to nothing . So again i thought id sussed it ? But no....It still plays up.
So i think its going to do this until every part of the water side has been cleaned or replaced!
Boilers getting old now so thinking is it worth spending time and money.
Does the 105e have a by-pass that can be cleaned or checked its working?? As im thinking if theres a blockage in system , if the by-pass is working ok then at least it will get the boiler running right , then we can divert attention to pipework??
 
no sorry dont think ballancing will sort it.
I turned off all upstairs and no improvement in heat, so even if i ballanced system it would be same, thanks
