Baxi 28He filling loop

Hi my sister is having trouble with her combi. it is a baxi 28he. She bled a radiator which resulted in the boiler slightly dropping under the minimum pressure. however, the filling loop does not seem to be allowing any water through. has anyone any ideas how she could sort this or at least get it working again.

Did she open both valves?
