Baxi Combi 105e hot water temperature control ineffective?

Hi, my inlaws have the above boiler fitted in their council house, and it heats fine for a few years now.

They've always had an issue with the hot water though, that it comes out boiling hot, and always needs cold mixed in to cool it. I've tried adjusting the HW temp control down to min, and it appears to make no difference.

When the hot water does reach the tap, the flow drops considerably too, meaning you have to adjust the tap to fill the bowl with nice hot water.

I'm concerned that the boiler is heating the water hotter than it needs to, and costing them unecessary expense.

The lights on the front panel aren't showing any blinking "faults", it is regularly serviced (in June each yr), and the temp lights indicate between 50 and 70 degrees depending on whether the CH is on.

Is the HW temp dial actually connected to anything i wonder? ;)
