Baxi potterton solo 15HE question

We have a baxi potterton solo 15 HE boiler in the house we have just purchased, fitted to it is a drayton tempus 7 control panel, is it possible for the controller to allow the boiler to fire up for hot water when a time is set, as at the moment the tank heats up all the time if the tank stat is set to anything other than off.
What we want is for the boiler to heat the water up for a couple hours in the morning and again in the evening when we get home from work. There is a honeywell stat attached to the tank and unless it is set to 0 degree's the boiler will always keep the tank hot irrespective of what the controll panel is set to.
Is this wired wrong or is this just how the system works !

You can set the tempus 7 on auto for water and/or heating if you have not got the user instructions you can get them off the Drayton web page.
 
I have got a copy of the instructions, but the boiler keeps firing even though its off on the controller for the water. The stat overides the boiler controller. Is this normal !

No its not and it would point to a fault with the wiring. If you are not confident of doing electrical testing then get someone to locate the fault.
