Baxi Solo 2 - Heating will not work unless hot water on

Hi,

I have a Baxi Solo 2 PF and the heating will not work unless the hotwater is also on.
I have ruled out the timer control and the main circuit board in the boiler as I have spares of these.
It was also not immediate - it started happening now and again first.
I do not have a room thermostat.
Any ideas please.....
