First check that your main gas valve and the valve where the gas goes into the boiler hasnt been knocked to the nearly closed postion. After that it needs checking out.
I was at a house the other day where the pressure was low like that and it turned out the supply had been capped but the blanking disc was bent and letting just some gas through.
It could be sulphidisation in the pipework, a kink, other blockage or perhaps a faulty gas valve
