BBQ Gas Regulator question

Bought a new gas BBQ for our son and while we were connecting the Patio Gas bottle I noticed a safety feature. If the the gas is turned on at the cylinder with the pipe open (i.e.unconnected) there is woosh of gas then the regulator cuts off. Worked ok when connected to the BBQ.

Came home and tried my old gas bbq with the same system but a much older regulator - in this case the regulator did not cut off the gas to an open pipe - it carried on blowing (I turned it off pretty quick !!)

The question is - should all patio gas regulators cut-off if there is a massive leak or is this only a recent innovation ?
