for a 15mm pipe using a bending spring, what is that maximum that a pipe can be bent to?

Bending springs are not ideal for the job, you need to overbend by about 10-20 degrees and then bend back just to be able to remove the spring and then you will have a job on your hands, much better to get the proper tool and there not that expensive if you are going to be doing a fair bit of plumbing.
Try Screwfix, they are about £45 and they do 15 and 22mm pipe
