best option here for getting wall ready to paint (see pic)

Ive stripped down a layer of painted wallpaper in our new house ( :rolleyes: ) to find several walls in seemingly good condition but for this flaky paint / looks like first coat. Pictures for your enjoyment.

whats best option here?

1) paint remover then scrape - or soem other liquid
2) scrape dry (does come off but takes ages)
3) basecoat or some other similar product
4) reskim (wall is 2x3 in hallway and Im having other areas skimmed anyway)

Are these plasterboard walls or solid plaster?
In either case Id suggest lining or a possible light skim with Easi-fill if the latter

these are solid plaster walls, with what looks like a first coat of paint flaking on it

Ah, seems like the first coat wasnt thinned ... Best thing to do is line with 1400-1700 grade paper ;)
