Best paint for plastic soil pipe

Hi

My outside soil pipe is grey and has been painted white. Over time it's flaking off and looks a right mess, please can anyone suggest best sort of paint to redo this?

Zinsser Bullseye 123 as a primer and overcoat in the paint of your choice. It will grip the bare plastic but not stop remaining paint from flaking I'm afraid. Either clean off all the existing paint with a scouring pad (horrible job) or replace the soil pipe (bigger and more expensive job), I would clean off loose paint and use 123 primer myself not ideal but the easiest option.

Have they painted over it with waterbased masonry paint?

You mention that it is grey (I assume PVC-U). When it was new, 2 coats of oil based gloss paint should have sufficed.
