Best way of draught proofing this gap

Hi all
The wood above is under my uPVC front door, there is a reasonable gap to the floor. I don't know what is under/behind this but there is quite a bad draught getting in through it.
I'd like to draught proof this, I'm thinking about just sealing with silicone but not sure if there's a better option?

One issue I have is there's absolutely minimal clearance between the wood and the door as it closes so I can't do anything that will raise the wood. Ideally I'd just lower the wood but not sure if this is possible
