As close couple toilet does not sit flush with the wall, the fitter placed some wood behind the cistern (maybe some plasterboard too) to pack it out

They siliconed the cistern to the wood/plasterboard

Now I would like to know, what tool would be best to cut this silicone?

I need to remove the cistern to replace the doughnut

Like Madrab, I've got an old kitchen knife I use. Have also used a hacksaw blade in the past as well.

Utility/Stanley knife usually to score it, and pull gently on cistern.
