Yes, if the water is off the tank empties quickly, but as I've said, I'm asssuming that the tank also empties, albeit slower, when it is refilling from the mains.

So why are you assuming that without checking?
Fitting a second or bigger tank is a load of work that is most likely uneccessary.
Even if the tank is filling at half the speed its emptying you'll have plenty of spare capacity in the tank.
