Biasi M90F.28S DHW problem

i have a biasi m90 f combi about 5 years old which is running fine in CH. But when you ask for DHW unless you strangle the flow rate through the tap the temp is only tepid.

Had a bit of a closer look this morning before the CH had been fired up. Water took a while to get any heat in it. After a few minutes notice the temp gauge on the boiler was over 70 degrees and the green operating light was flashing quickly. The burner switched off for a few seconds water went cold, then burner back on. It carried on cycling like that.

First thoughts were a restricted heat exchanger, but i then realised the radiators were pretty hot considering the CH had not been on for 12 hours. Is it possible for a diverter valve to stick part way across?

Also is it more likely to be the actuator or the internal parts that are likely to be the problem and would a repair man be likely to carry these parts
