Just pressure washed my block paved driveway yesterday looks new again but there's some slightly sunken areas where probably the last owner parked his car ,so I was planning to try and improve the sunken areas by following this video on youtube

now the only problem is when I dug up and removed some of the paving blocks I noticed there wasn't a layer of sand underneath the blocks?, there's only what I think is the subbase? ,is this normal that the paving blocks have been laid without a bed of sand underneath?
