Blocked drains - who covers?

Hi All,
Have a foul waste drain running down the side of the house. Have 3 inspection covers along the run. The last being a metre from the pavement where the final clay pipe runs to the road.

It was built up with solids and quite dry looking like there hadn't been much movement for a good while. With water and drain rods I did get it sorted. However, I see that the final clay pipe to the road that I've cleared is higher than the semi circle channel flowing to it.

Is this just an overflow backup pipe which comes in if the lower pipe gets blocked? I've tried drain rods just below it but hard to tell since there is water in there still. The rods go in about 15 to 20 cm, so I'm thinking there is but just blocked like crazy. It's solid. But as I work the rods the water does darken as if I'm removing some crud.

So, in summary, am I right in what I'm thinking about a two pipe system and also, am I still responsible for this final section of pipe being unblocked or will the local water authority cover it? It's not a shared drain btw.

If its on your property and not shared its your responsibility. Persist in unblocking the final section of pipe, a hose or pressure washer might help loosen the earth/soil. Or get a professional drain clearance company in. Work out why there are 3 inspection covers, sometimes surface water drains into the main sewer.

Thanks for the replies. I've looked up interceptor and I think that is it. No wonder I can barely shift it. At least I know what I'm dealing with now.
