road sewer blocked what department is responsible

Out of nowhere got a blocked waste pipe this morning. Spent about 2 hours with hose and drain rods backwashing a load of sludge out and got the drain completly free of debris. Now when I run water it stays clear but eventually backs up. If I leave the water off it drains away over a long time.

I can get my rods down about 5 metres which is then the other side of my boundry and under the pavement but then it is just solid.

My plumber thinks the main sewer could be blocked.

Who is responsible, is it the roads department.

Will they flush the sewer and be able to prove there part is clear?
