blocking chimney

We are currently putting in a new kitchen. The first job was to get the chimney supported which had been removed by a previous owner.

What should I do with the chimney which currently drops a fair amount of soot out? I know it still needs ventilation to stop damp, and the area will be plasterboarded where the rsj now sits, but what would be the best thing to do? Leave the chimney open or block it somehow?
