Boiler buddy or Magnaclean?

I powerflushed my system 3 months ago...neutralised water and then used good inhibitor...then i replaced plate heat exchanger...
Guess what? Its clogging up already! so my question is... a) get a boiler buddy or b)keep removing and cleaning/replacing heat exchanger? or c) get a complete new heating system?

Oh and another thing... is there a smart way of cleaning the HE ? It seems that it cant be cleaned to a point where it functions like a new one? It seems that i cant seem to get all the crud out of it even if i blast my kercher jet wash through it! (both ways)
