Boiler cuts out intermittently until warm.

Myson Apollo, LPG, about 16 years old, part of a dual fuel system with solid fuel, self installed and regularly serviced by qualified gas (pipeline) engineer, now long retired, using the manufacturers instructions.
Recently, this last few weeks, when switched on the boiler lights OK, but cuts out and reignites every few seconds for the first few minutes, apparently until it heats up. It never shuts down completely, the solenoid gas valve seems to shut and reopen over this period. I suspect a thermostat, would I be correct? and if so which one? There is a 'Hi' and 'Lo', but it seems not to matter what the high/ low switch is set at.
Any advice would be appreciated.
