Then you're back to contacting Environmental Health Department at you're local council, and they're duty bound to investigate.

After that, put in a formal complaint to the housing association asking them for a copy of their complaints procedure, and be prepared to taking it to the housing association ombudsman.

You're in a tricky situation, and sods law suggests that whichever way it goes, you're neighbor will know you've complained, but if it comes to an issue with him, point out that it's the installer that you've got an issue with, not him.

Thanks so much for your advice; to everyone. Chaps you've been really helpful.

I suspect I'll be back on the forum soon with more queries due to neighbour's removal of interior walls etc, but thankfully there shouldn't be anymore plumbing concerns.
