If a boiler is classed as 30 kw, does that mean that at max it puts 30kw into the flow or uses 30 kw of gas (with 10% or whatever going through the flue)?

Depends on whether the 30kW is marked as input or output on the data badge.

The normal convention is the quote the power output in non condensing mode.

Several manufacturers have started to quote the output in fully condensing mode which is a little higher and a bit cheeky as its not often working in that condition for long.
