Boiler location illegal??

Hi
We have a conventional boiler in our new house (new to us) situated in the Kitchen. It is underneath the work top in the corner surrounded by cupboards with a ventilation vent about a foot or so away to an outside wall.
Basically you have to remove a unit (on castors) to get to the boiler - is this illegal and will it need moving?

Could do with some photo's to see better, sounds like it isn't correct as compartment ventilation requires two vents one at high level and one at low, both to be either to room or outside not mixed, if vents to outside then they have to be a certain distance from the flue, installation instructions will tell you if you have them, also there are set distances from combusible materials from the casing. Doesn't sound too good.
