Could anyone tell me if it is possible to locate a combi boiler in a room that has water, gas end electric mains but no plumbing to take away waste water?

how could i run the pipework for the waste water pump, my house has concrete floors and also, are the pumps expensive to buy, run and maintain?

Wel we dont know about layout of your house but it can pump approx 4 metres up the way . You can possibly run along skirting to outside or bath/kitchen. cost around £60 pennies to run and nothing to maintain till it breaks

utlity room is front corner of house with the kitchen the room behind that, there is an external door between the two rooms so piping not able to run down outside of house to the rear drain. would it be possible to run pipe work from waste pump up between the floors and tie into the bathroom waste(located above kitchen) or is that too much hassle?

Yes Can be done.
But as clf says use a soakaway as its on outside of house you just dig them into ground and fill with limestone chipping cost about £20 .
Do a search on condensate soakaway and pictures should come up
