box room building warrant

Hi

I'm new here and I'd like to ask if someone could tell me wether
I need a planing permission or building warrant to build a wee box room
in my kitchen that is located on a top floor of three storey sand stone
tenement. The material am gonny use is a 4" by 2" timber and 1.5cm moisture resistant plasterboard so at the end I intend to build a stud wall that won't interfere with any part of boundary wall apart from ceiling and floor.Also I already consulted a local sparky and showed him my proposals for where I want the wires run inside the dry wall and he agreed and also he's gonny fit a new consumer unit instead the old fused one I've got now.
Also he's gonny issue a certificate for all electric work that should be carried out to finish the whole project.
