Bradford had no culture til the curry mile opened for business - all they had before that were fat old white men stuffing their faces with gammon and whining about the price of a pint.
TBH, two of the four criminals don't seem particularly cultured.

I don't hate cockroaches. It's just that I don't want any of them in my house. This is because I know the potential harm they can cause. Certainly when they are known for quickly breeding resulting in big numbers and even greater problems.
As for people of other nations - I don't want my country to be burdened with millions of foreigners. I'm sure people in other countries feel the same way.

Plenty of Spaniards royally fecked off with us for overstaying our welcome in their country. Generally, nobody has an issue with people from other countries visiting theirs or even some making it their home, it is when they begin colonising another's country in great numbers that the issues begin.
