Breeze block cement staining internal paintwork...?

I've just moved into a 1963 ex-local authority building. There's a stain pattern occuring on the paintwork on the inner walls that appears to be from the cement holding the wall's breeze blocks together.

Does anyone have any advice on how to get rid of these stains (if thats what they are, i'm just assuming), and whether a simple sugarsoap and two coats of paint will cover the stains, or will they keep coming through unless it's treated somehow? I'm a complete novice so even basic advice appreciated.
