Painting garage bricks below damp proof course

Hi folks. I'm planning to paint the floor (after rescreeding) and the breeze block walls on the inside of my garage. I'll paint the breeze block with a normal interior white emulsion, probably watered down to seal. At the bottom of the interior of the external walls there are two rows of brick below the damp proof course, my question is whether I can also paint these bottom bricks white, or whether that would somehow interfere with the damp proofing?

I recall having seen advice that you shouldn't paint below the damp proof course, but does that also apply to the interior of the wall? This is inside the garage.
