Breeze block wall help

I have recently had a 6ft tall breeze block wall built in front of a retaining wall at the foot of my garden and I wish to paint it.
I'm not sure if I should be dealing it first or not though.
The fact that both sides of the wall are going to be exposed, yet I can only seal and paint one side is putting me off.

Will it be ok to paint one side only, and secondly should I be dealing it first and what's the best product for this ?
