Building regs approval

The local authority if it came to it, the fact that the work was done so long ago they may not be too concerned, and different regs then etc.....
The LA will accept the date you state on the form if you apply for a Reg Cert. I've in the past "encouraged" the applicant to use a date that predates the application of certain regs to make life easier.

He didn't know as he had just bought it, it was a repossession. Any better ideas?
In any case Reg Certs are barely worth the paper they're printed on, when you issue the cert you list all the parts of the b regs it complies with, you can always leave a few out if you feel your not happy about something, then there is the wording "as far as can be ascertained" etc. But it keeps solicitors etc happy.

If he's done that all all the previous 693 councils he's worked at, that may explain the transience :cautious:
