Building regs for cavity wall lintel?

Do you need to get building regulations to retro fit a steel lintel above a UPVC window on the external cavity wall side? I am guessing the original windows were steel and didnt need a lintel. Block inner leaf has the correct support and will not be changed.

Couple of the bricks have sagged a bit so will be getting this done.

If you wish to do it correctly, structural jobs do require building regs, that includes lintels.
